Ramirez (“Ramirez”) appeals the district court’s grant of Defendants-Appellees’ (“Koromilas”) motion to dismiss and motion for summary judgment, stating that the Department of Labor and specifically the Director of the Department’s Office of Workers’ Compensation Programs (“OWCP”) and the members of the Department’s Employees’ Compensation Appeals Board (“ECAB”) violated his constitutional rights to equal protection and due process of law when it rejected his Federal Employees’ Compensation Act (“FECA”) claims.
