Employer seeks review of a Department of Insurance and Finance (DIF) order1 holding that it was a noncomplying employer from January 1 to March 31,1990. ORS 656.740(4). We reverse and remand.

Employer had workers’ compensation insurance coverage with SAIF beginning January 18,1989. On November 3, 1989, SAIF sent employer notice that coverage would be cancelled effective December 31, 1989. Employer began looking for other coverage. In late December, SAIF sent employer a payroll report form for the quarterly period ending December 31.
