(Michigan Road Builders or plaintiffs) appealed from the district court’s order granting summary judgment in favor of the defendants-appel-lees, (defendants) in this civil rights action commenced for the purpose of challenging the constitutional validity of 1980 Mich. Pub.Acts 428 (Public Act 428), Mich.Comp.
