The Borough of West Mifflin (Borough) appeals from an order of the Court of Common Pleas of Allegheny County that sustained the appeal of Noah’s Ark Christian Child Care Center, Inc. (Noah’s Ark) and Strassburger McKenna Gutnick & Potter, Trustee (Trastee) and reversed the decision of the Zoning Hearing Board of the Borough of West Mifflin.
