This is an appeal from the order of the Pennsylvania Public Utility Commission of February 3, 1948, refusing Max Aizen, the appellant, a certificate of public convenience to rendér táxicab service upon call or demand in the city and county of Philadelphia. Appellant’s application was one of ninety-six similar applications filed February 11, 1947, each involving the proposed operation of one vehicle.
