HUDOCK, J.:

¶ 1 This is an appeal from an order that denied Appellant’s petition to the court of common pleas for a writ of certiorari. We affirm.

¶ 2 On July 31, 2003, Appellant was arrested and charged with possession of a controlled substance (crack cocaine).1 The preliminary arraignment was conducted on August 1, 2003, and the matter was held for trial in the Philadelphia Municipal Court.
