Plaintiffs, past and present property owners and residents of La Vega Ward, Barranquitas, Puerto Rico, bring this action against Esso Standard Oil Co. (Puerto Rico) (“Esso”) and others alleging violations of state and federal environmental laws. Esso has moved for summary judgment as to plaintiffs’ federal claims under the Clean Water Act, 38 U.S.C. §§ 1251 et seq.
