In this action, plaintiffs Joint Apprenticeship and Training Council of Local 368 (“JATC”), International Brotherhood of Teamsters, and the United Construction Contractors Association (collectively “JATC” or “plaintiffs”) seek to enjoin defendants New York State Department of Labor (“NYSDOL”), Thomas M.
