Appeal from a judgment of the Supreme Court at Special Term, entered March 17, 1975 in Rensselaer County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to restrain respondent from violating a provision of the City Charter of the City of Troy.
