Appeal from St. Louis City Circuit Court. — lion. Rhodes B. Gave, Judge. (1) The court erred in sustaining plaintiff’s demurrer to parts of defendant’s answer. The ordinance does not change the rules of evidence as such, hut sets forth the terms and conditions under which a junk merchant may do business in the city of St. Louis and the condition requiring a license is another condition required by tbe ordinance.
