JENKINS, J.
On or about May 20, 1899, the Legislature of Texas passed an appropriation bill, which among other things provided for the erection of a new infirmary at the State Lunatic Asylum, and appropriated therefor the sum of $10,000, and also provided for the erection of a building to be used as an associate dining hall and kitchen, storeroom, amusement hall, and quarters for employes, and appropriated therefor the sum of $37,500, or so much thereof as might be necessary, to be expended in the erection of said buildings under the direction of the board of managers, in…
