This case deals with the legality of a contract executed by the Municipality of Barceloneta (the “Municipality”) and a private entity who owned an outlet mall located within the Municipality, whereby the Municipality awarded it a multimillion dollar incentive grant for the expansion of the outlet mall. Plaza Carolina Mall, L.P.
