OPINION OF THE COURT
POMEROY, Justice.
To ameliorate the drain on the resources of its local police department caused by the growing demand for parking meter patrols, the City Council of Beaver Falls enacted an ordinance authorizing the employment of “two (2) women to assist the police department in the patrolling of parking meters and parking stalls.”1 Marie A. Morrell and Lauretta C. McConahy were hired by the City as “meter maids” to fill the two positions created by the ordinance.
