Randall Ray Willoughby was charged with eight counts of distributing cocaine and two counts of possessing cocaine with the intent to distribute, all in violation of 21 U.S.C. § 841(a)(1), and one count of “using or carrying” a gun “during and in relation to ... the distribution of cocaine” in violation of 18 U.S.C. § 924(c). Willoughby entered a plea of guilty to the various drug crimes but proceeded to trial before the bench on the firearm charge.
