Claiming to have been injured on October 1, 1919, while at work for a shipbuilding corporation in Multnomah County, Oregon, the plaintiff presented his petition for compensation to the State Industrial Accident Commission on April 3, 1921. The commission refused to allow him any compensation, and he appealed to the Circuit Court. A trial by jury was had in that court, resulting in the finding of a special verdict describing the injury and stating that as a result thereof plaintiff became partially demented, so that he was mentally incapable of filing a claim prior to the time when it was…
