Introduction

In this declaratory judgment action, Media General Cable of Fairfax, Inc. (“Media General”), a cable television franchisee, seeks a declaration that Section 621(a)(2) of the Cable Communications Policy Act of 1984, 47 U.S.C. § 541(a)(2) (the “Act”), entitles it to install its cable wires in compatible easements on the Sequoyah Condominium’s (“Sequoyah”) common areas.
