I. INTRODUCTION
Once again before the Court is a matter arising from a civil action in which the United States, on behalf of the Maritime Administration (“Marad”), demands monetary, declaratory and equitable relief from Panhandle Eastern Corporation (“PEC”) and its affiliates, 1 General Dynamics Corporation (“General Dynamics”), Moore McCormack Resources, Inc.
