Formerly a student at the University of Maryland School of Law (hereinafter “the Law School”), plaintiff, a black resident of Baltimore City, has brought this civil action seeking declaratory and injunctive relief as well as money damages because of alleged violations of his constitutional rights. Jurisdiction is asserted under 42 U.S.C. §§ 1981, 1983 and 1988, and 28 U.S.C. §§ 1331 and 1334.
