OPINION

COLAIANNI, Judge.

Plaintiffs filed this action in the Court of Claims on May 1, 1978, following denial of an administrative claim for damages. Nineteen groups of plaintiffs sought compensation from the United States for damages to their properties that allegedly were caused by the government’s operation of a flood control project in the Sacramento River Valley of California.1 Plaintiffs argue *326that the government’s actions effected a taking of flowage or seepage easements over their property and resulted in the deaths of numerous walnut and prune trees,2 and of other crops.
