After an investigation of Omni Aviation, Inc. (Omni), respondent Busey, Administrator of the Federal Aviation Administration (FAA), issued, on October 19, 1990, seven emergency orders of revocation of airmen certificates against petitioners McCarthney (chief executive officer of Omni), Buchanan, Colon, Devoe, Everett, Towns, and Woods, flight instructors affiliated with Omni.
