WILKEY, Circuit Judge:

This appeal was taken from an order of the District Court which, in effect, held that the Commodity Credit Corporation [CCC], a government agency, could enforce an oral charter agreement with a private shipping firm, the American Renaissance Lines, Inc. [ARL].
