This case returns to court following a remand ordered by Zhaoqing New Zhongya Aluminum Co. v. United States, — CIT -, 929 F.Supp.2d 1324 (2013) (“Zhaoqing Remand ”). The Zhaoqing Remand required the Department of Commerce (“Commerce” or “the Department”) to review the proper benchmark for measuring the value of the subsidy provided to New Zhongya Aluminum Company, Ltd. and its affiliates (collectively “New Zhongya”) in the form of land use rights in the Zhaoqing High-Technology Industry Development Zone (“ZHTIDZ”) in China.
