OPINION OF THE COURT
VAN DUSEN, Circuit Judge.
This case is before us on a petition for enforcement of the National Labor Relations Board’s order issued January 5, 1968, against the Dover Tavern Owners’ Association (hereinafter “Association”) and its individual members.
The Association was formed by certain tavern owners in Dover, New Jersey, in February 1960. Contracts between individual members of the Association and Local 633 of the Bartenders’ Union were scheduled to expire on September 15, 1966, but before the expiration Local 633 merged with another local to form new Local 158, which…
