Petitioners in this case include the Cedar County Committee and seven individuals (collectively, the Committee), all of whom have participated in a petition drive seeking to create a new county They commenced this case as an original action in the Washington Supreme *379Court, seeking a writ of mandamus directed to Secretary of State Ralph Munro (the Secretary).
