Plaintiffs move, pursuant to Rule 23, Fed.R.Civ.P. for an order certifying this case as a class action on behalf of all claimants whose claims have been or will be assigned to Administrative Law Judge Helen Anyel (“AU Anyel”) for decision, and all claimants who have received an adverse decision from AU Anyel, not reversed on any subsequent appeal.
