Plaintiff Frontier Fishing Corp. (“Frontier Fishing”) brings this action against the Secretary of the Department of Commerce and the Under Secretary for Oceans and Atmosphere (“the Defendants”) to appeal penalties imposed by the National Oceanic and Atmospheric Administration Fisheries Service (“NOAA”), a division of the Department of Commerce.
