This cause is before us upon the application of the petitioner praying that an order be issued by this court directed to the Superior Court of the County of Siskiyou and the Honorable Charles J. Luttrell as judge thereof, requiring him to show cause why a writ of prohibition should not be granted prohibiting said court and the judge thereof from proceeding with the hearing of a certain matter or action now pending in said court wherein the department of public works of the state of California, through the division of water rights thereof, has filed in said court its determination of the water…
