*863In this CPLR article 78 proceeding, petitioner Clayton Bullock seeks to annul the determination of Raymond W. Kelly, as Police Commissioner of the City of New York, the Police Department of the City of New York (NYPD), and the City of New York (collectively the respondents) denying his request for back pay and to compel respondents to award him such pay and to restore his time and other benefits, together with interest, pursuant to Administrative Code of the City of New York § 14-123.
