These two suits, which present a common jurisdictional question, were brought by plaintiffs, who are farmers residing in Jackson County, Arkansas, against the United States to secure judicial review of determinations of the Arkansas State Agricultural Stabilization and Conservation (ASC) Committee that the respective plaintiffs knowingly filed false claims against the Government and misused certain purchase orders issued to them in connection with their participation in the Conservation Reserve Program set up by the Soil Bank Act of 1956, 1 and that as a result of their…
