Plaintiff Pearl River Union Free School District (“Plaintiff’) brings this action against Defendants John King, Jr., as Secretary of the United States Department of Education (the “Department”), and the United States Department of Education’s Office for Civil Rights (“OCR”) (collectively, “Defendants”), alleging that OCR’s issuance of a Letter of Findings providing its determinations regarding an alleged incident of racial harassment reflects an unwritten policy of issuing Letters of Findings before completing relevant investigations.
