This is an appeal by the village of River Forest from a decree of the superior court of Cook County finding a solicitor’s ordinance enacted by the village to be in violation of the guarantees of freedom of speech and freedom of the press accorded by both the Federal and State constitutions, insofar as it applies to persons engaged in the business or occupation of soliciting newspaper subscriptions.
