MEMORANDUM
MORTON, Chief Judge.
Plaintiff “Nashvillians Against 1-440” is a nonprofit, unincorporated association comprised of members who joined together to voice their disapproval of and, if necessary, pursue litigation concerning the proposed construction of Interstate 440 (1-440) in and around Nashville, Tennessee. Acting individually and as members of this and other groups, the individual plaintiffs have endeavored to either delay or stop completion of the proposed project.
