KINNEARY, District Judge.

This matter came on for trial before the Court on October 29, 1984. In addition to testimony presented at trial, the parties have submitted extensive agreed stipulations of fact and joint exhibits for consideration by the Court. The joint exhibits comprise the administrative record of planning and development.
