Plaintiffs appeal from a March 11, 1971, order of the United States District Court for the District of New Jersey, 324 F.Supp. 1220, denying plaintiffs’ motion for a preliminary injunction and dismissing plaintiffs’ complaint 1

Plaintiffs, thirty-seven named individuals, filed a complaint under the Civil Rights Act of 1871, 42 U.S.C. § 1983 (1964), on behalf of themselves and all others similarly situated seeking declaratory and injunctive relief against the defendants.
