Plaintiff, Dorothy Lupo, formerly an employee of the Ohio Department of Natural Resources (ODNR), filed this action pursuant to 42 U.S.C. § 1983 asserting that she was subjected to a series of adverse job actions, culminating in her termination from employment, as a result of her political affiliation and her supposed friendship with Dagmar Celeste, the wife of former democratic Governor Richard Celeste.
