SCHRODER, Judge:

This is an appeal from an order of the Franklin Circuit Court reversing a decision of the Interim Office of Health Planning and Certification which ruled that appellee Hospital needed to obtain a Certificate of Need in order to add a sixth cardiac catheterization laboratory. We agree with the lower court’s interpretation of ICRS 216B.061 and KRS 216B.015(20) as it applies to the facts of this case. Thus, we affirm.
