Petitioner-appellant Robert W. Norton appeals from the district court’s order affirming his driver’s license revocation, pursuant to the Administrative Revocation Program set forth in Hawaii Revised Statutes (HRS) chapter 286, Part XIV (1993). Norton had retained counsel to represent him at the administrative hearing to review his driver’s license revocation; however, his retained counsel was unavailable due to counsel’s involvement in a trial on another island.
