MEMORANDUM

BLAKE, District Judge.

Now pending before this court are motions to dismiss brought by each of the defendants in this case. Plaintiff Anthony Gray was a resident of Calvert County who was allegedly wrongfully incarcerated for seven and a half years for a rape and murder in 1991. The defendants in this action, the State of Maryland, Calvert County, Lawrence Stinnett, Brian Newcomer, and Richard Sheldon, are all alleged to have contributed to or caused Gray’s wrongful incarceration.
