This matter comes before the Court on a motion for judgment on the administrative record filed by Plaintiffs, Allegheny Lud-lum Corporation, AK Steel Corporation, Butler Armco Independent Union, J & L Specialty Steel, Inc., United Steelworkers of America, AFL-CIO/CLC, and Zanes-ville Armco Independent Organization (“Plaintiffs”), domestic producers of stainless steel plate coils or unions representing workers who produce stainless steel plate coils.
