Defendants-appellants, Lorain County, the county commissioners and administrator (“the county”), appeal the trial court’s decision dismissing this action for lack of subject-matter jurisdiction. We affirm.

The plaintiffs-appellees in this case were a number of non-profit corporations that participated in a health plan the county ran. This plan covered the health care expenses of the employees of the county, the non-profit corporations, and other political entities in Lorain County.
