OPINION OF THE COURT ON PLAINTIFFS’ MOTION FOR PRELIMINARY INJUNCTION

McKEAGUE, District Judge.

This case presents constitutional challenges to a recent amendment to Michigan’s Sex Offenders Registration Act (“Act”), M.C.L. § 28.721 et seq. The Act is Michigan’s version of “Megan’s Law.” Since 1994, every state in the Union has enacted a similar law requiring registration of certain sex offenders.
