Herbert Fitzhugh (Petitioner) petitions for review of a decision of the Pennsylvania Board of Probation and Parole (Board) that denied his petition for administrative relief from an order of the Board recommitting him as a convicted parole violator. The scope of our review of a decision of the Board is limited to determining whether there has been an error of law *125or a violation of constitutional rights and whether necessary findings of fact are supported by substantial evidence in the record.
