Roberto Ramos (Parolee) petitions for review of the order of the Pennsylvania Board of Probation and Parole (Board) denying his request for administrative relief from his recommitment as a convicted parole violator to a state correctional institution to serve 18 months backtime. The issue on appeal is whether the Board proved by substantial evidence that Ramos’ revocation hearing was timely.
