John Taylor (Taylor), an inmate at the State Correctional Institution at Rockview (SCI-Rockview), petitions for review of the order of the Pennsylvania Board of Probation and Parole (Board) that denied his petition for administrative relief from the Board’s order recommitting him on remand as a convicted parole violator. Taylor argues that the parole violation charge against him should be dismissed due to the Board’s failure to hold a timely parole revocation hearing, as mandated by the Board’s own regulations and by the Due Process Clause of the United States…
