This proceeding brings up for review a judgment of the district court of Labette county, appointing a receiver for The Parsons Water Supply and Power Company, to take charge of the waterworks system, keep it as a going concern, make certain repairs and additions so as to furnish to the plaintiff, the city of Parsons, a sufficient supply of wholesome water.
