In 1980, a District of Columbia (D.C.) Superior Court jury convicted James M. Head of numerous violent crimes, including first-degree murder. Thirty-two years after his conviction and nearly fifteen years after expiration of the one-year statute of limitations contained in the Antiter-rorism and Effective Death Penalty Act of 1996 (AEDPA), Pub.L.
