Lewis Waters was convicted of roughly two dozen criminal charges in the District of Columbia arising out of events that occurred in 2005. Waters challenged his convictions in the D.C. Court of Appeals (DCCA), which affirmed his sentence. Failing to find relief in the DCCA, Waters later filed a pro se petition for a writ of habeas corpus in the district court under the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA), 28 U.S.C. § 2254 .
