The plaintiff, Salmon Brook Convalescent Home, Inc., hereinafter referred to as Salmon Brook, is licensed by the state *357department of health to operate a chronic and convalescent nursing home in Glastonbury. As a health care facility, it is also subject to regulation by the defendant commission on hospitals and health care, hereinafter referred to as the commission. General Statutes §§ 19-73a et seq.
