OPINION
KELLEHER, Justice.
This appeal from a decision of the Rhode Island Building Code Board of Standards and Appeals (the Board), before us upon certification by the Superior Court pursuant to G.L.1956 (1969 Reenactment) § 9-24-25, raises a question of first impression in this jurisdiction: whether the State of Rhode Island is subject to the zoning ordinances of a local municipality.
