Appellant, Richard Shumway, was employed as a tenured professor at the Ohio State University (“OSU”). Appellant retired from teaching on December 31, 1991, and was granted a service retirement effective January 1, 1992. Appellant disputed the manner in which his pension benefits were calculated and appealed to appellee, State Teachers Retirement System Board (“board”), pursuant to R.C. 3307.013(E). The board denied the appeal.

Appellant then filed a complaint in the Franklin County Court of Common Pleas against the board, which administers the State Teachers Retirement System…
